Philosophically and rhetorically, the verb in passive with dative can indicate that something is underlying or implied by another element (Epicurus, Philo). For example, τὰ ὑποτεταγμένα τοῖς φθόγγοις (“things implied in the sounds”) or ἡ ὑποτεταγμένη διάνοια (“the underlying sense”) (Epicur. Ep. 1p.4U; Philo Poem 5.26–27).

Bias dictates which usage a translator picks.
